Road Users’ Code

The Road Users’ Code is not actually law, but may be ‘considered’ by courts.

In general, the ‘for cyclists’ section of the road users code gives meaningful but very basic information about how to ride a bike. Hong Kong Cycling Alliance would prefer to have a more detailed guide to cycling on the road showing particular hazards of riding on the roads such as left-hooks, and ways of keeping yourself safe such as using the primary position.

  • One point to note: the Road Users Code is not law. (This is stated on the cover.) If someone breaks its rules/suggestions, that may count against them in a court case, but that’s all.

    So its advice to cycle 50 cm from the kerb is not law. (And that doesn’t appear in any law either.)

  • A new version of the Road Users Code will be coming out in 2011 or 2012, the first revision in about a decade. HKCAll was consulted on this, and we hope that our input will visible in the revised version.
